Scared to take a gamble?

Question

I am 30 years old and have been a chef for more than 14 years. I have been on the relief chef circuit for quite a few years in various jobs up to rosette standard, yet I am finding it hard to find a full-time job. Is this because employers think I would not have the commitment to put time and energy into achieving results, or are they scared to take a gamble?
