Café services tender opportunity, Camden Council

The London Borough of Camden is offering a tender opportunity for the provision of café services in two locations in a new public council building opening in summer 2014. The contract will be let as a concession.

The concession will be for the provision of 2 cafés for a period of 5 years, with 2 possible extensions of 1 year each. The King's Cross building at 5 Pancras Square, is part of the wider King's Cross regeneration area behind King's Cross station and across the road from St Pancras international station, will provide a combination of community services for residents and office accommodation for council staff. The public floors will include; 2 swimming pools, a leisure centre, a library, a customer access centre and a café.

Café 1 will be located on a public floor near to the library and customer access centre and will be open to all public visitors and service users.
Café 2 will be on an office floor for use by staff and official visitors.

Estimates have been made of the footfall of the building. These are:
a. 500,000 users of the leisure facilities per annum
b. 250,000 users of the library per annum
c. 250,000 users of the customer contact facility per annum
d. 1,500 members of Council staff per working day

The concession will allow for a service for the new King's Cross building to be a hot and cold drinks, snack and sandwich service, with some element of warm food included, however it will not provide any full cooked hot meals service and cooking not will be permitted in the preparation areas.

The core hours of operation in the public floor café will be 8.00 a.m. to 8.00 p.m. Monday to Saturday and 9.00 am to 4.00 pm on Sunday. The core hours of operation on the office café will be 8.00 am to 5.00 pm Monday to Friday.

The appointed operator will be expected to offer a price tariff which will ensure services are attractive to all public and community visitors as well as office staff. The service offer must meet the requirements of the Council around good quality, choice and healthy eating options and be consistent with the vision of the new building as a high profile public service location and a dynamic, flexible and innovative organisation with its main office base in the new building.
