City & County of Swansea: Provision of meal delivery service

The Council is inviting tenders for the provision of a community meals service on behalf of Swansea Social Services and is seeking to appoint a Contractor who can deliver a reliable, high quality and efficiently managed service. The Contract will last for a period of two years, subject to regular reviews of performance, with the opportunity to extend for a period, or periods, of up to a further 24 months with agreement from both parties. The Contract will commence in May 2009.

The Contractor will be responsible for the production and delivery of both hot and frozen meals to Service Users homes, seven days a week, over 52 weeks of the year; the delivery of meals to Council Day venues within the City & County of Swansea; the supply, delivery & maintenance of microwaves, steamers and freezers to Service Users of the Council where necessary; and the collection of the Service User financial contribution towards the cost of the meal.

Tenders will be assessed on the financial and technical criteria as requested in the Supplier Suitability Questionnaire. Those Candidates who are successful will progress to the Tender Evaluation, making a presentation and participating in a food sampling session in mid February 09. The Contract award is subject to a satisfactory EVH Inspection undertaken by or on behalf of the C&CS.
