An inquiry by the Office of Fair Trading into catering at motorway service areas has concluded that complaints about value for money are justified, but that the operators are not behaving anti-competitively.
The inquiry said it found no evidence that the UK's motorway service operators were abusing their monopoly, colluding with one another, or making excess profits.
It decided there were insufficient grounds for referring the matter to the Competition Commission.
But it did find a lack of competitive pressure on the operators and said it would work with the Highways Agency, the operators and others to promote greater competition and value for customers.
The inquiry concluded that the absence of excess profits largely reflected the additional costs that the motorway service area operators were facing.
