Manchester turns cameras on to rubbish

Manchester City Council is taking a tough line on illegal rubbish dumping by spying on restaurateurs in the city's Chinatown district.

In a bid to clean up the area, the council has this month introduced a new regime which allows restaurants to put rubbish out only between 11pm and 10am. Restaurants that break the rules are likely to be faced with a £1,000 fine.

To enforce the new ruling, the council has installed security cameras throughout the district. It says the cameras have already highlighted a number of people, believed to be restaurateurs, dumping rubbish outside the allotted time.

Raymond Chow, chairman of the Chinatown Association, said that restaurants were co-operating with the council officials.
