Former chief executive of the Savoy Group, Ramón Pajares, has been elected president of the British Hospitality Association (BHA).

He succeeds Garry Hawkes, who steps down after four years of being president.

At the BHA's 90th annual luncheon, held at the Savoy and attended by culture secretary Chris Smith, guest speaker Digby Jones, director general of the Confederation of British Industry, urged the Government to stop tying the industry up in legislation. "I ask the civil service, will you get off our backs," he said.

Jones said a better name for the civil service would be "the sales prevention team", adding: "I used to think that Yes, Minister was a comedy. I now know that it was a training programme."
